Boat Basin Project By

of the property owners of Jamaica Beach have heard of the project to
improve the area known as “Boat Basin” or “Regatta Basin”. A committee composed of 2 members from the JBIC and 2 members
of the Jamaica Beach City Counsel were appointed last year to develop a
plan and initiate a project to improve the area in efficiency, safety and
aesthetics. This is a project
that has been of interest several times over the last 10-15 years and one
which is in need of closure. For
the information of property owners who do not own rights to a slip in the
Boat Basin a bit of history:
When the Sections of Jamaica Beach known as 14 and 14-A were
surveyed into defined lots, the developers devised a plan to assign boat
slips to owners of the land locked property in 14 and 14-A.
All of these lots with the exception of two were assigned specific
spaces numbered identically to their given lot number.
These slips were not deeded but only assigned as “exclusive
rights”. In
the years since development several property owners have built finger
piers, maintained the property and used it with care and respect for
others. Most of the the
assigned spaces have not received that attention however.
The facts speak for themselves when anyone takes the time to drive
by the basin and notice the broken pilings, rotten piers and lack of
amenities other than those placed by the City or JBIC.
Those owners who do take care of their space are to be commended
for the attention they give to Deed Restrictions and City Ordinances.
The small indications of pride are especially commendable when
viewing the surrounding signs of neglect. Added
to the signs of disinterest are the concerns of efficiency and safety.
Anyone who has launched a boat or tried to take a boat out of the
water during an impending storm has experienced the peril of keeping
treasured and expensive boats off of the rotten and submerged pilings left
to the elements by disinterested owners.
Safety is now a major issue. At
present, the committee has developed a plan with legal counsel to assign
through deed, a designated slip which will accompany the deed of the lot
in these Sections. The plan
calls for a survey and legal deed to be handed over to the property owners
who pay the fee required to transfer the property.
The deed is an attachment to the dry land property and cannot be
separately sold or endowed to another person.
The City of Jamaica Beach will retain, as city property any basin
space not purchased. The lots
in Sections 14-14-A not owned by a person interested in property in the
basin will then be considered dry land lots with no basin privileges for
piers of which they have exclusive rights. Of
final note, the committee hopes to complete this project in the very near
future and proceed to clean up areas not claimed by the assigned property
owner. As soon as this
transpires a clean up of the area will begin with co-operation by the City
and the JBIC. This will not
be a public parking area for vehicles not in use or trucks which aren’t
being used. Parking will be
only for vehicles and trailers while boats are being launched and used.
The launch pad will be for the use of all Jamaica Beach property
owners as is the practice at present. The greatest expectation is to have
a clear, attractive and safe area for boat launching.
One in which children can be safely out of the way of backing boat
trailers and boats are expeditiously loaded and moved away.
